The article is about the PM instructing police to prevent anti-China protestors from turning their protest violent, and/or into a pogrom against the Chinese nationals in a specific community. Not exactly an act of kowtowing to Xi so much as an act of maintaining the most basic degree of civil order against an increasingly bigoted conservative movement.
