It seems there is some difference in cultural norms or opinion on cats being outside. Where I live most domestic cats on ground floor anywhere are free to go outdoors as they please…
some will never accept them, but many cats can tolerate harnesses just fine and will quite enjoy being taken for a leashed walk, so long as you don’t treat it like walking a dog.
You just follow the cat around, preventing it from going somewhere it shouldn’t, and if you get terminally bored you can nudge it to continue walking.
Hell you can just carry them around if they like that, or get one of those cat backpacks, whatever works.
Ok but keep your cat indoors and on a leash outdoors.

it being normal doesn’t make it good, letting your cat outside freely is horrible for the local ecosystem, they kill sooooo many things
and like, have you never heard of cats being run over? it’s really dangerous to let your cat outside off-leash.
